Meeting Minutes
8 July 2014 held at Wrentham Manor
- Call to Order at 6:00 p.m.

- Mrs. Cartier explained to guests about the changes to the meeting locations and the placement of public input before other board business.
- Mrs. Fanis pointed out that the sidewalks are uneven. Mrs. Bergeron explained that sidewalk repairs will be done within the next year.
- Mrs. Fanis also commented that she does not feel safe in the building. The outer doors have no locks (anyone can walk in), there are no deadbolts are unit doors, and she feels that it is dangerous. Mrs. Bergeron also explained that the unit doors cannot have deadbolts due to the emergency door release. The main door would require a push bar from the interior in order to install some sort of lock. The Authority would have to purchase new doors; the Authority may be able to complete that project as part of Capital Improvements. The third issue with the police is moot because the tenant is vacating and, therefore, the young man will not be returning.
- A complaint was received in regard to a tenant smoking in her unit with oxygen. Mrs. Lavallee cited the history of the state’s No Smoking Policy which excluded housing authorities. Discussion ensued regarding smoking/no smoking. Mrs. Bergeron will address the issue with the particular tenant.
- Mr. Dann stated that there is a 100 pound dog here (Depot Court) at night visiting a resident. Mrs. Bergeron explained that there is no policy in regard to pets of visitors (resident weight limit is 40 pounds). Mrs. Bergeron apprised the residents that they will see two service dogs.
- Mrs. Cerrutti inquired about how long you can be absent from your unit. Mrs. Bergeron explained that the regulations state that a tenant cannot be absent from their unit longer than three months unless there is a medical reason.

- Mr. Sposato noted that the minutes should state that the next meeting is at Wrentham Manor.
- Motion to accept minutes made by Mr. Sposato, seconded by Mrs. Lavallee, motion carried.
- Resolution 2014-07 Disposition of Assets. Motion made by Mr. Sposato to approve the disposition of assets, seconded by Mrs. Sacco, motion carried.
- Resolution 2014-08 Issuance of Keys to Chairperson. Mrs. Cartier presented the motion and noted that two attorneys expressed their opinion in favor of the issuance of keys (Wrentham Manor Community Room and Management Office (inner only)). Mrs. Lavallee made a motion to issue keys to the board, seconded by Mr. Hall, discussion ensued, motion carried.
- Mrs. Bergeron polled the members; all members except Mrs. Cartier refused keys. Keys were issued to Mrs. Cartier only.
- Mrs. Sacco inquired about the payments to StudioJ2 and Weston & Sampson; Mrs. Bergeron stated that was for the architect and the sewer pump maintenance.
Mrs. Cartier asked where mileage payments would show on the reports; Mrs. Bergeron explained that mileage would be included in the revolving fund register.

- Processed one interim reexamination and two move-ins, and one move-out. Processed 92 annual reexaminations, seventeen in process; requested documents from seven.
- Input fourteen applicants; removed two applicants (housed).
- Scope of Work for 705-1 Center St Rehab and 667-1 Walkway Ponding in process with architect.
- Miscellaneous activities:
- Attended 2014 MassNAHRO Annual Conference May 18-21, 2014.
Administered one Annual Reexamination for MRVP.
- Processed three Annual Reexaminations for HCV; submitted HUD-50058 reports to HUD.
- Any other business that may legally come before the board
- Workshop scheduled for July 22, 2014 at 5:30 p.m. at Wrentham Manor.
- Meeting for August 12, 2014 is cancelled. Next meeting is September 9, 2014 at 6:00 p.m. at Wrentham manor
- Motion to adjourn made by Mr. Hall, seconded by Mrs. Sacco, all in favor, motion carried.
